The HAVE_CXX11_REGEX test fails since the test isn't using -std=c++11 (or c++0x)

Description

The HAVE_CXX11_REGEX test really depends on gmx_test_cxx11 having been run first.

By moving the gmx_test_cxx11 before the "Basic system tests" it correctly picks up on the c++ regex include file.
(This however depends on #1691 being fixed first to work fully)

The test for HAVE_CXX11_REGEX fails since it doesn't use any -std=c++11 flag.

Moving the test for HAVE_CXX11_REGEX after the gmx_test_cxx11 test makes
this work (if the fix for #1691 is in place)

Fixes #1692

On second thought it might be better to move the check for c++11 regex file after having run gmx_test_cxx11 instead, since that sequence depends on other things.
