revise OpenCL stack recommendations

Description

Before the 2019 release we need to revise both Intel and AMD OpenCL software stack recommendations, i.e. make the relevant user guide changes.


Checklist

  • For AMD, at the moment both ROCm and AMDGPU-PRO are stable (since #2515 got resolved), but an upcoming change seems to break ROCm 1.9, and therefore, unless this is fixed we need to remove the ROCm recommendation for r2019;
  • For Intel: need to clarify which stack is recommended, if the NEO driver is the main recommendation this should preferably be available packaged.

Looks like ATM deb's are available as downloads from
- github: https://github.com/intel/compute-runtime/releases/
- through a PPA (for 16.04 and 18.04): https://launchpad.net/~ocl-dev/+archive/ubuntu/intel-opencl

Have not tried the latter, but I will and if it seems stable perhaps that's what we should recommend?

Tried the PPA, but it did not work, no devices were detected after installing it. Didn't have time to dig into why, but installing the single deb from github did work (same release version).

That was what roland suggested somewhere, and what our install guide says
