Description

Error is as follows:

This object file does not define any previously undefined public symbols, so it will not be used by any link operation that consumes this library

Example case: http://jenkins.gromacs.org/job/Matrix_PostSubmit_2019/23/OPTIONS=icc-18%20msvc-2017%20fftpack%20simd=avx2_256%20release%20host=bs-win2012r2,label=bs-win2012r2/warnings46Result/new/

Remove source file with no content

Visual Studio + icc warns that nothing can link to anything in this
source file.

Also updated the CMake for this module to use our newer idioms.

Fixes #2732
