Description

Reference http://jenkins.gromacs.org/job/Documentation_PreSubmit/12298/console (while it lasts) or the Jenkins builds associated with https://gerrit.gromacs.org/c/gromacs/+/11081

In addition to installing the Python "pygments" package for the Python 3.5 installation on the Jenkins agent host, it may be appropriate to allow documentation to be built without syntax highlighting and convert missing "pygments" to a soft error, but that would be a separate issue.

this caused issues with the sphinx build because now sphinx was not detected at all
