I can't reproduce this on our Power9 machine running Ubuntu-18.04, using either gcc-7.4, gcc-9.2, fftw-3.3.7 or fftw-3.3.8 (with or without VSX), and with the exact same cmake command (removing the redhat-specific paths).

What hardware is this executed on? I still see regressiontest failures with 2019.5 on Power8 with vanilla gcc 9.2. I've been in touch with IBM people who said at least a codegen issue has been fixed in gcc 9.2, but this does not seem to resolve all Power8-related bugs. Power9 seemed to pass extensive testing when I last tried last November however.
